Observation

WAC 110-300-0345(3): The child listed in the intake was not within visual range at the time of the initial incident and staff were aware that the child is a runner. The staff did not consider the child's age, individual differences, and nearby hazards when determining how closely he should have been supervised while in a non-enclosed area. WAC 110-300-0345(5)(c)(iv): Staff did not use a safe route to access an outdoor play area not immediately adjacent to the early learning program.
